The Study On Problems Of Implementation And Countermeasures Of The New Rural Social Pension Insurance In Lixin County Of Anhui Province

To establish a new rural social pension insurance system is a vigorous pursuit of the spirit of the 18th CPC National Congress, a major policy decision accelerating the construction of the urban and rural social security system, an important measure to expand domestic demand, change the dual structure in urban and rural areas and provide financial support for rural eldly residents.It has been nearly 7 years, since 2009, when the new rural social pension insurance system has been piloted in some areas in China. It has made rapid progress and obvious achievements.Anhui Province is a typical agricultural province of large population, facing a serious problem of population aging.The implementation of the new agricultural insurance policy in Anhui province is necessary and feasible. Lixin County of Anhui Province is one of the second batch of the pilot areas to conduct the new rural social pension insurance policy in China. The practice has made obvious effects through promotion and efforts of local government in recent years.However,with the deepening of implementing the policy, some problems are exposed.This thesis focuses on problems and countermeasures in the implementation of the new rural social pension insurance system policy, and sums up the advanced experience accumulated in the implementation of the new pension insurance policy in the county. It also puts forward suggestions for improvement to problems existing in the process of implementing the policy in Lixin County. In addition, this thesis provides some experience and reference for the smooth running of the new rural social pension insurance system policy in the rural areas.The thesis is composed of five parts. The first part is the exposition of the background, purpose, significance, approaches and methods of the research. The second part is about the development of the new rural social pension insurance in Anhui Province and in China. The third part is the discussion of the methods used in the implementation of the policy in Lixin County and the status quo of the implementation. In the fourth part, the author carries on a deepening analysis of problems and reasons in the implementation of the new rural social pension insurance policy in Lixin County. The author classifies the problems and reasons as follows:the first, weak and low insurance rate; the second, weak grassroots handling strength, a serious shortage of funds, and local governments blind pursuit of insurance rate; the third, lack of effective management and operation mechanism; the fourth, poor pension insurance network and transfer system; the fifth, useless collective allowance; the sixth, unsuccessfully transferred new rural insurance funds from the bank. Thus, in the fifth part, the author puts forward the following strategies:The first is to further establish and improve the new agricultural insurance system. The second is to strengthen the local economic development and lay a solid economic foundation. The third is to make dear the responsibility of the government, and improve the credibility of the government. The fourth is to broaden the channel to preserve and increase the value of the new agricultural insurance funds. The fifth is to step up publicity efforts to enhance the awareness of getting insured. The sixth is to strengthen the construction of the new rural insurance agency organization.The seventh is to increase audit efforts to improve and make contribution to the implementation of the new rural social pension insurance system in Linxin County.With the rapid development of the economy of our county, it is of great significance to establish a sound and new rural social pension insurance system which helps to fundamentally eliminate rural residents worries and stimulate their sense of social responsibility and work enthusiasm. It protects the rights and interests of rural residents, maintains social fairness and justice, deals with the problems of population aging in China and improves the quality of rural residents life.It also lays a solid foundation for our country to realize the goal of the first one hundred years, to build a moderately prosperous society in 2020.
