Investigation And Analysis Of New Rural Social Pension Insurance Policy Implemented In Laiyuan County

In2009, sufficiently considering China’s conditions, doing researches in actual ruralareas, making summarization of the previous implementation experience of rural socialpension insurance, the State Council started a pilot project of new rural social pensioninsurance with the coverage of about10%of the counties (towns, districts and banners)nationwide. The State Council also said this policy would be gradually expanded to otherplaces with the goal of full coverage of rural residents at applicable age by2012. Thedevelopment of rural social pension insurance has realized import breakthrough. The newrural social pension insurance is an important part of China’s social pension insurance system.It is not only the party&government’s important measure to balance and coordinate urbanand rural development under new situation, but also the party&government’s expression topay more attention on improving people’s lives.This paper states Laiyuan County’s background of the implementation of new ruralsocial pension insurance by taking Laiyuan County as the study object on implementationand operation of new rural social pension insurance. By summarizing the developmenthistory of Laiyuan County’s mode of social pension insurance form traditional agriculturalsociety to industrialized society, this paper analyzes the offsetting factors influencing ruralsocial pension insurance respectively from economic, political and cultural aspects. With theproblems like accelerated aging of the county population, increasingly miniaturized familystructures and low rural per capita net income become increasingly pressing, it is more urgentand necessary to implement new rural social pension insurance policy. By utilizingquestionnaires to conduct empirical investigation on Laiyuan County’s implementation andoperation of new rural social pension insurance, this paper evaluates the effect of policyimplementation, identifies its shortcomings and suggests countermeasures accordingly.Compared the existing social pension, institutional pension, family pension and homepension under the treatment levels of the existing new rural social pension insurance, thispaper suggests establishing social pension in the mode of community care to make full use of rural advantages and improve rural pension level. At the same time, this thought can be alsoused to solve the problems on how to improve social pension level in Post-era New RuralSocial Pension Insurance when the new rural social pension insurance completed the fullcoverage of nationwide. This thought is significant to promote China’s economic socialstability and development.
