Once a while, enterprises produce alone, develop alone under the Closed Innovation mode to keep technical confidentiality. However various corresponding cost got higher and higher eventually. These high input and high output development got crumbled since last century with the rapid spread of information. Under the changes in the environment, personnel turnover also got to a high level. People flew frequently and fast with a lot of technical knowledge ownership. Open Innovation came into being in the station, and it started in large enterprises. It obtained attention just since the theory got established. Open innovation conception was then been summed up not very long, which attracted more scholars to do related research about this study. With deeper study, the research got more standardized and more scholars turned to small-micro enterprise to make the practical development. A series of studies made Open Innovation more comprehensive and contributed to the practical usage.This article chose the object of study is based on the mechanism of Open Innovation and innovation performance. The small-and-micro enterprises with low science and technology had been chosen as the goals. It focuses on the application of open innovation in small and micro enterprises, where each dimension of Open Innovation identified as 5 most exact dimensions, and constructed a theoretical model, and then various assumptions of the model and questionnaire had been designed to investigate and analyze. On this basis, in order to dig influence of the mechanism, the essay joined the absorptive capacity as the mediating variables to test whether there is an intermediary role in the absorption capacity of this mechanism.
