High-tech industry has become the important pillar of China’s economic development, Industrial cluster and technical innovation are the two important aspects of economic development. As the east coastal province with powerful economy, the high-tech industry status,the change of industrial cluster, whether the industrial cluster can bring the enhancement of innovation ability of Shandong province, These problems have been the focuses of social attention.Based on the relative theory of industrial cluster, this research consider the real situations of the developing level of the high-tech industry in Shandong Province,and then analyzes the regional innovation efficiency based on the perspective of industrial cluster, it reveals the internal mechanism about the impacts on innovative development through building the theory framework about the factors of high-tech industrial cluster’s effect on innovation efficiency, and enriches the existing system of this research, Some countermeasures of industry agglomeration to promote the Shandong peninsula high-tech industry innovation capability are suggested in this study.Thus put forward the countermeasure for the development of high-tech industry in Shandong province.It has been discovered that, firstly, the present situation, the total value of the high-tech industry in Shandong province is relatively high,and the total amount increased year by year. The proportion of it also increased year by year From the spatial distribution pattern of high-tech industry,we can see that the level of innovation of eastern coastal area is superior to western in terms of the high-tech industry’s development degree,and the gap is obviously.Secondly,From the industrial diversification and specialization index, Shandong Province industrial diversification level gradually decreased, the professional level of high-tech industry increased year by year;.From the perspective of the Gini coefficient, Shandong Province is new and high technology industry as a whole degree of aggregation showed a trend of decreasing year by year, the industry. The communication equipment, computers and electronicequipment manufacturing and showed a rising trend, instrumentation and medical treatment, mechanical equipment manufacturing industry and the pharmaceutical industry locational Gini coefficient are showing a downward trend.From the perspective of innovation efficiency, industrial agglomeration has a certain role in promoting innovation efficiency.Thirdly,from the analysis of the Moran’s I index, the Moran’s I index of high-tech industry in Shandong Province in general are significantly positive,and its overall test result is well,the high-tech industry in Shandong Province do have spatial auto-correlation. from the traditional panel data model and spatial econometric model,we can conclude that,the overflow of specialization and the diversification caused by industrial cluster can influence the innovation output, and the effects are different according to high-tech industry.Through the above analysis, it is concluded that the present developing status and the level of industrial cluster of the high-tech industry in Shandong province, then found the influence factors about industrial cluster’s effect on it through the empirical research,this can provide significant reference to the future development of high-tech industries in Shandong province.
