Shandong has been an economic big province with its total GDP and industrial output ranking very high in the country. As a result, its economic development is always a key point of research, especially manufacturing industry. As the dominant industry of economic development, the research of manufacturing industry attracts much attention. The systemic research of manufacturing industry agglomeration in Shandong province is of great significance.The paper mainly studies the following contents: present development situation of Shandong manufacturing industry, its agglomeration level and the empirical research of influence factors about manufacturing agglomeration. Based on the research, the paper makes the conclusion and puts forward some suggestions.Through the study some conclusions can be made.(1) The present development situation: the gross industrial output value of manufacturing industry is high and the total amount is in continuous growth, but the growth rate is declining with some industries even presenting negative growth; from the proportion point, the proportion of labor-intensive industry is higher but the proportion is falling. The knowledge- intensive industry proportion keeps rising.(2) the agglomeration level: from the geographical point of view, Yantai, Qingdao, Weifang are the cities with highest outputs in shandong province, and the situation of economically backward cities such as Zaozhuang Heze,is quite the opposite; For the industry point of view, according to the location quotient and spatial gini coefficient, most of the industry agglomeration level in the dispersed phase, only 15 industry textile industry in the agglomeration advantage; From the space measurement results, it seems, shandong manufacturing Moran’s I index greater than zero, and by significance test, P indicates Moran’s I index significantly better, indicates that there is space between the manufacturing industry in shandong province is relevance.(3) the empirical part: through traditional panel data model and spatial econometric model it can be found that, export level, enterprise average scale, transportation and scientific and technological level are the four main positive factors affecting the manufacturing indus agglomeration, whereas labor cost is the main negative factor of manufacturing agglomeration in shandong province.Through the above analysis, the paper gives a summary of development and agglomeration of manufacturing industry in Shandong province and puts forward some policy suggestions.
