Research On The Land Expropriation Incremental Benefits Distribution During New Urbanization

In recent years, urbanization rate in China has demonstrated a trend of increasing rapidly reaching 56.1 percent in 2015.The eighteenth National Congress of the Communist Party of China has proposed to boost the urbanization rate to above 60 percent by 2020.Moreover, land requisition system provides favorable land safeguard for the rapid development of urbanization and industrialization. However, with the acceleration of urbanization, contradiction and conflicts during the land expropriation has emerged gradually, for traditional urbanization mode which promotes urban development simply by massive land expropriation can not fit in with the needs of social development any more. Integrated with the requirements of new pattern urbanization development and the coordinated, green and shared development concepts of 13 th five year plan, the paper has studied the distribution of incremental benefits of land expropriation so as to offer useful references for guaranteeing farmer rights, narrowing the gap between urban and rural areas, promoting social equity and maintaining a stable and harmonious society.Though the distribution of incremental benefits of land expropriation has arisen extensive attention of people in educational circles and in public,its interests pattern still remains unbalanced, especially farmer benefits can not fully guaranteed. Thus, this paper will study many aspects of this issue such as its subject, standard, way and methods. Based on the definition of this issue and theory analysis, the paper clarifies formation mechanism of land expropriation incremental benefits, further discerning its subject. First, in analyzing the causes of damaged farmer rights, the paper innovatively puts forward to divide farmers into three levels, which allows Chinese peasants to participate in the process of modernization to share modernization outcomes;Analysis of Shandong Province land value increment distribution levy institutional framework and practical exploration, analysis of the value of land expropriation income distribution pattern of the status quo, summarizes the distribution of land value-added benefits and the reasons for the problems, taking different places in Jinan as the sample to measure unit land expropriation incremental benefits, the paper figures out its appreciation range in Shandong. Then on the basis of GIS technology, the paper works out the causes of the differences and gap of land expropriation incremental benefits by intuitively showing the difference of unit land expropriation incremental benefits of different location in space and taking advantage of space clustering analysis. Finally, the paper has proposed effective measuresand suggestions from the improvement of related laws and regulations allocation criteria with reasonable certainty and strict control the way of distribution.
