The Research Into The Distribution System Of The Value-added Benefits In The Process Of Land Expropriation

How to allocate value-added interests in the process of land expropriation, which has been the hot issue of the society concern. But because currently our country lacks a fair, transparent and effective mechanism for the distribution of interests, therefore value-added benefit assignment appeared a lot of problems, which caused a lot of deep-seated social problems. Therefore, there is no time to delay it was to correctly deal with various distribution of interests between subjects and to construct a fair and orderly distribution mechanism of interestsThis study is based on the existing research, which is starting with analyzing the stages and characteristics of the historical evolution of our country land expropriation system, trying to explore the relationship between the distribution of interests of land value-added benefits among the central government, local government, rural collective and individual farmers, then inductive that the existing mechanism of value-added interest distribution in the process of land expropriation. The research shows that:the existing mechanism of value-added interest distribution in the process of land expropriation, its process is simple, program is not strictly, distribution is unfair which causing damaging vulnerable groups, and so on. this phenomenon originates from the national system environment macroscopically, but it is related to the stress of local government under the "land financial" microscopically. So, the reconstruction of mechanism of value-added interest distribution, need to find a proper equilibrium, which is in the primary distribution of interest between the government and the peasants, and in the readjustment of the added interest redistribution among the central government,local government,rural collective and farmer individual, as well as each of the subjects of interest distribution.
