The construction of rural information service system has important implications for the development of agricultural and rural informalization, the realization of Agricultural industrialization and modernization and the construction of new socialist countryside in our country. In this paper, the concept of rural information service system is defined at first, and the current situation of the construction of rural information service system in Liaoning Province is objectively presented in terms of the construction of rural information infrastructure, the development and utilization of rural information resources and the construction of rural information talent teams. Through the data from statistics and survey, we found some problems in the construction of rural information infrastructure in Liaoning Province-including instability of radio signal, low popularization of computer and significant differences of the Internet construction between urban and rural areas, as well as the asymmetric and narrow coverage of information supply and demand and the lack of talents and personnel training.According to the basic principles of building index system, a comprehensive evaluation index system is scientifically proposed based on the analysis of present situation and problems. The comprehensive evaluation index system is composed of 4 first-class indicators and 15 second-class indicators, such as rural information resources, rural information infrastructure, rural information talent teams and the benefit evaluation index. Then the Analytic Hierarchy Process (AHP) is used to calculate the weight of each index. Nine cities of different economic development gradient are selected as the evaluation objects in Liaoning Province. By looking up various statistical yearbooks and sorting out survey data, the basic data is obtained and used to calculate the comprehensive score of each city. A comparative analysis of the construction of rural information service system for the nine cities is conducted based on the comprehensive scores and each index scores of nine cities. Finally several countermeasures are proposed so as to accelerate the construction of rural information service system in Liaoning Province.
