The author collected and learned the theoretical achievements of the quality of life athome and abroad systematically. According to the requirements of the new socialistcountryside construction and the actual situation in Hebei Province, a comprehensiveevaluation index system of the rural residents’ quality of life covering income andconsumption, social security, health, culture, education, housing and infrastructure andecological environment has been built based on the related theory. And then, the weight ofeach indicator in the above six fields has been determined by the Analytic Hierarchy Process(AHP).The author also worked out the objective quality of life chain indices during the"Eleventh Five-Year" period and measured the contribution rate on which every field toimprove the overall quality of life. After that, the objective comparison of quality of lifeindices reflecting the gap between the Hebei Province and the country, and its neighboringprovinces, and the developed provinces has been calculated using the comparative advantageindex method.The results showed that the levels of income and consumption in Hebei Province are lowand their growth rates are also slow. There is also a gap with its neighboring provinces andcoastal provinces. We can also know that poor rural social security and health conditions arethe two prominent areas needed to be further improved. In addition, the level of the cultureand education and the level of the information in Hebei Province both has lagged far behindthe other provinces. The improvements of the infrastructure and the rural ecologicalenvironment are also the arduous task.Finally, the author proposed the corresponding countermeasures and suggestions,according to the existing problems and the analysis of their causes.
