For a long time, China’s Basic Old-age Insurance System design and improvement are based on political, social and economic development, and little attention has been payed to the system impact on different gender and the influence of this difference. This paper takes the gender perspective as a starting point to study the series of China’s Basic Old-age Insurance System, focusing on the difference of pension return rate, pension replacement rate and pension monthly income in different pension system.Firstly, this paper reviewed literatures about the research status of gender differences in Basic Pension Insurance System, the status of gender theory and application of this theory. Secondly, defines the concepts of gender and gender mainstreaming, and sort the theoretical basis of gender studies. The third part combines public policy and gender to analysis the gender attributes of public policies and the analysis tools and frameworks using in public policy research on gender. In the fourth chapter, this paper takes China’s basic old-age insurance system as core, analyzing the system on both theoretical and quantitative with gender perspective. This thesis analyses the content of China’s basic old-age insurance system from two angles:retirement age and pension calculation, exploring the gender differences in these two areas of China’s Basic Old-age Insurance System. Through data simulation, this paper simulates the implementation results of three basic old-age insurance systems in our country. The outcomes show, gender difference does exist on presence of pension yields, monthly income and substitution rates. Women gets advantage in terms of pension yields, men have advantage on pension monthly income and alternative rates. In chapter five, this thesis takes the gender perspective as a starting point, and analyzes deep-seated reasons of the gender differences in pension. Based on the research results of Chapter VI, this paper proposes some recommendations on the improvement of China’s Basic Old-age Insurance System. The thesis emphasis particularly on with application of gender analysis, analyzing and understanding the gender equity position objectively, means not only to notice the damage to the interests of women, but also the aspects of men’s rights lacking of protection.
