Research On Policy Of Circular Economy

Zhangjiagang Metallurgical Industrial Park has formed a Industrial Park with metallurgical industry as the mainstay sectors. In recent years, with the rapid development of economy, energy consumption is increasing. Coal consumption has imposed enormous strains on the environment.So we will develop the circular economy and establish a green ecosystem industrial park. State and local governments have formulated a series policies of circular economy which have obtained certain result. However, the current policy have shortcomings in promoting the development of circular economy.Research on the problem of circular economy, it helps to reduce the ambient pressure and improve the happiness of local residents by improving the policy of circular economy.There are three methods which include documentary analysis, comparative analysis and inductive analysis. Combine the theory of public policy, institutional innovation, government functions, externality externality, The paper introduces the current policy situation of circular economy and evaluates the implementation effect of the policy of circular economy.Then it analyzes five existing problems which include industrial structure, energy-saving and emission reduction project,circular economy project, the utilization rate of solid waste, circular economy technology, the talent of circular economy and analyzes seven political factors which include law and regulation, economic policy, management policy,the plan of circular economy, industrial policy, propagating and teaching policy, supporting policy. At last, the paper make suggestions on the policy of circular economy by the experience of developed country and domestic advanced area.The problem of circular economy is the faultiness and absence of the promoting policies. The paper makes nine suggestions on the policy of circular economy which include law and regulation, the plan of circular economy, industrial policy, management policy, economic policy,technology policy, land policy, propagating and teaching policy, supporting policy. The paper provides a reference for the government to improve the policy of circular economy to promote the establishment of the green ecosystem industrial park and reduces the ambient pressure. At last,it can improve the publicsatisfaction by improving the living environment.
