Human capital is a kind of creative capital which is useful to enterprises. It includes management personnel and technical personnel and is owned to enterprises. Human capital especially the managed human capital can bring huge wealth for the owners of it. And it has played a very important role in the development of the society. To carry on the value assessment of managed human capital will improve the development of the human capital value assessment system. Capital value appraisal system especially the human capital value appraisal system in our county is not perfect compared with the developed countries. Our research mainly draws lessons from foreign mature theory. Through the research of management human capital, we can complete the system of our human capital value assessment; Through the research of managed human capital, our enterprises, our society and our state will strength the attention to the management talents; Through the research of management human capital, talents in the enterprises can give full play to their potential talent. Enterprises profit is created by internal employees. Talents contribution to earnings in an enterprise will be more and more with the arrival of knowledge economy. So in order to develop better and faster, an enterprise need to have a full understanding of the value of its human capital.Based on the scholars’research at home and abroad, this essay research the managed human capital from two aspects. We started from the definition of human capital theory, and did many theoretical researches of characteristics of human capital and related issues, and analysed the definition characteristics and the basis ways of enterprise human capital value assessment. On the base of Human Capital Theory, Utility Value Theory and The New Human Capital Theory, we put forward the human capital value assessment model by using linear regression method, the Delphi method and fuzzy comprehensive evaluation method. Finally we proved that the assessment process was scientific and standardized, the assessment result was objective an fair with case analysis.
