With the development of world economic, the knowledge economic era is coming instead of market economic era. Human capital will be more and more important during the expansion of the connotation of capital. Based on related theories of human capital, there is a new definition of human capital in this context:human capital is a value that can create residual value for confirmed person or group in confirmed areas and times.In this article, theories related residual value and human capital are used together, which business human capital can be assessed based on residual value. The theory of match better conforming to the rules can find individual characteristic of comparative advantage by standing on the angel of best situation for this person. During this assessment, it can gives a more scientific and objective result which is more acceptable be individuals and highlight the dependent and specificity of human capital.Based on the theory of match better conforming to the rules, the best total value and average value of personal human capital can be assessed. Companies can know whether their employees own human capital and detailed reasons through the new assessment in personal characters'index, professional characters'index and abilities' index. The final result of assessing can supply reasonable suggestions and databases for the investment of business human capital. At the same time, this new method insists the people-oriented concept during the whole process of assessment.
