The salary management is the important content of enterprises' human resource management. Valid and Reasonable salary system can not only stir up the initiative and activity of employees, accelerate the development of enterprises, but also can attract and reserve an excellent and competent employee team. Entrepreneurial human capital, which lies in the core position of human capital, occupies a major position in the overall corporate production, and is the most costly resource for enterprise. However, at present it is normal that human capital, especially entrepreneurial human capital is looked down on and underestimated in China. The property right of entrepreneurial human capital was not accepted by the enterprises. Entrepreneurial human capital's residual claim was deprived. So there is a very significant meaning to identify the value of entrepreneurial human capital and compensate CEOs accordingly. This dissertation aims at constructing a valid salary prompting system for CEOs in state-owned enterprises. Based on the firm contract theory, entrepreneur theory and human capital theory, the dissertation analyses the relativity between salary promoting for CEOs and the improvement for enterprises' achievement, and present a synthetic salary promoting model (SSPM) for CEOs on the basis of research and analysis on the several main salary promoting models. Finally, combining with the allocation system of one big national enterprise in East-North, the dissertation provides a simple and feasible allocation system of the CEOs' salary in state-owned enterprises.
