As a solution to solve the financing difficulties of land ownership,Land property mortgage loan is an important measure to obtained to cover the country’s 30 provinces,including more than 200 pilot areas to implement and achieved good results, significantly increases the "property rights" of farmers for the agriculture problem to provide more financial support, farmers received wide support and praise.Although the risk of the rural land property mortgage loan is relatively small at the present, but due to the short development time, there is no enough experience in the development and mature system framework, and due to the special nature of the collateral, determining whether the basic interests of farmers can be guaranteed, so more forward-looking and more careful treatment of land property mortgage loan risk is needed.For the prevention of financial risk and the landless peasants risks brought by land property mortgage, all the pilot areasactively explore the establishment of risk compensation mechanism, most choose the rural land property mortgage risk compensation fund funded by the government.Obviously, the exploration and research of risk compensation is just in the initial stage, and how to compensate the risks of the rural land property mortgagethescientificly, effectively and sustainably,and how to build a perfect risk compensation mechanism, which will be discussed in this thesis.On the basis of reorganizing the research on the rural credit risk and compensation mechanism of domestic and foreign countries, guided by the externality theory, government failure theory, based by the necessity analysis of establishing a rural land property mortgage risk compensation mechanism,through the qualitative analysis of rural land property rights mortgage risk compensation status and problems of Ningxia Pingluo, combined with the mathematical model of quantitative research methodsto explore how to build a scientific, effective and sustainable rural land property mortgage risk compensation mechanism. The main contents are as follows:According to the above research content, giving suggestions of establishingthe rural land property mortgage risk compensation mechanism of NingXia PingLuo.Mainly including:(1) Standardize the source of funds and replenishment mechanism, guiding social capital to enter;(2) refining the risk compensation mechanism of the supporting laws and regulations, rules and regulations;(3) improving the land property rights mortgage system environment and the relevant supporting facilities construction, as amended the right to the contracted management of land mortgage related laws, improving the right to the contracted management of land value evaluation mechanism, improving the rural property trading market system etc.;(4) strengthening the rural financial ecological environment construction, such as speeding up the perfect agricultural insurance system, improving the rural credit guarantee system, strengthening the rural credit environment construction etc..
