The Research On The Effectiveness Evaluation Of The Entrepreneurship Policy In Chengdu

Entrepreneurship plays an invaluable role in enhancing economic vitality and maintaining economic growth, etc. With the social and economic development, more and more Chinese people start their own businesses. "People to start their own businesses and to make innovations" has become a kind of value orientation and lifestyle. In recent years, China has shown an unprecedented degree of attention to entrepreneurship. Many provinces and cities have been issued policies to stimulate and support entrepreneurship, all of which have achieved good results. But it also exposes many problems in the process of implementation and execution. So, it has been an urgent problem to evaluate the effectiveness of the entrepreneurship policy.The research on the effectiveness evaluation of the entrepreneurship policy belongs to the policy evaluation category, and it is an important part of policy research. But it still lacks research on the effectiveness evaluation of the entrepreneurship policy, and the existing research more focused on qualitative research. Therefore, taking the entrepreneurship policy as the evaluation object, based on the entrepreneurship policy effectiveness evaluation system, this thesis studies the quantitative evaluation on the effectiveness of entrepreneurship policy with fuzzy comprehensive evaluation method.Firstly, under the guidance of policy evaluation criteria and model, the index system of the effectiveness evaluation of the entrepreneurship policy has been set up from three aspects:the policy effects, policy implementation effects and policy response.Secondly, this thesis systematically summarizes the implemented entrepreneurship policy of Chengdu from financial support policy, technical support policy, market guidance policy and environment support policy in four dimensions.On this basis, using fuzzy comprehensive evaluation method, we empirically research the effectiveness of entrepreneurship policy in Chengdu city with the way of questionnaire survey. The study shows that entrepreneurship policy effectiveness of Chengdu is general. Among them, the score of policy effects is 84.84 and the effectiveness effective, the score of policy implementation effects is 72.30 and the effectiveness is general, the score of policy responses is is 66.16 and the effectiveness is a little poor.On the basis of the evaluation, this thesis puts forward the policy recommendations to promote the entrepreneurship policy effectiveness of Chengdu. The recommendations are mainly focused on 3 aspects such as enhance the effectiveness of entrepreneurship policy, etc..
