The Research On The Optimization Entrepreneurial Policy For College Students In Xi'an

The global economic situation and the arrival of the era of knowledge economy provide a great opportunity for entrepreneurship,and entrepreneurial activities are increasingly affecting economic development and providing a driving force for economic development.As a new force for entrepreneurship,art college students are expected to have innovative thinking and entrepreneurial plasticity.More and more art college students are on the road to entrepreneurship and have attracted wide attention.However,because practical experience,social resources and the quality and ability of entrepreneurship of art college students are relatively insufficient,the current entrepreneurial rate and success rate are not high.Therefore,a good entrepreneurial support policy is especially important for current art college students.It can not only help college students with entrepreneurial intentions,but also effectively improve the success rate of their entrepreneurship to reduce the risks and difficulties in their entrepreneurial process,and promote the cultivation of innovative art talents and promote the steady development of the local economy.In order to comprehensively improve the ability and quality of contemporary college students' innovation and entrepreneurship,in order to better solve the problems encountered by college students in entrepreneurship,and ensure the sustainable development of the economy,in recent years,Xi'an City has seized the development opportunities of the Belt and Road Initiative,deepened its development strategy,and successively introduced a series of policies to support college students' entrepreneurship to guide and stimulate college students' entrepreneurial activities.The introduction of these policies has largely alleviated the contradictions in college students' entrepreneurship,but some aspects still need to be optimized and improved and some policies have not really helped.Based on the research of a large number of literatures,this paper sorts out the entrepreneurial policies issued by Xi'an in the past five years,and summarizes them into seven categories: financial support policies,financing loan policies,entrepreneurship education training,business support policies,entrepreneurial talent policies,and entrepreneurship incubation policy,and entrepreneurial public service.In view of the short-term introduction of Xi'an college students' entrepreneurial policies and the lack of official statistical data support,this paper is based on public policy performance evaluation model,and uses quantitative analysis of questionnaires combined with case studies to select entrepreneurial college students from Xi'an Academy of Fine Arts as the samples.The paper analyzes and interprets the implementation status of Xi'an art college students' entrepreneurial policies,and discusses the countermeasures and suggestions on this basis.Suggestions on the optimization of Xi'an art college students' entrepreneurial policies are put forward including improving the public policy mode of university students' entrepreneurship,opening up new channels of venture financing policies,establishing an effective startup service system,and establishing a new mechanism for cooperation among universities,governments and society.
