The affordable houses are policy commercial houses with the nature of safeguard, which are brought into the government’s economic applicable housing construction plan and administrative allotted the construction land. It is provided preferential policies and limited construction standards, supply object and sales prices by the government.Affordable housing is not only the most important piece of the housing security system, but also a characteristic part of China’s housing security system.A perfect urban housing security system, which is not only a necessary supplement to the market mechanism, but also an important part of national social policy and social security system.For the realization of social justice, the government must take effective measures to help low-income residents to solve the housing problem.As an important form of existence at the present stage of the national housing construction, affordable housing is for the purpose of expanding the housing supply, adjusting the investment structure of real estate, starting the market needs, and solving the housing problem of the low-income class, through preferential policies,It is an important policy based on the current development stage of the real estate market.Based on the background of the basic situation of Chengdu’s affordable housing construction and distribution of the economic application of the housing, the article first introduces the generation and development process, followed by analysis of the current situation of Chengdu’s affordable housing construction and allocation, and focus on the analysis of the management regulations of Chengdu’s affordable housing.Chengdu’s affordable housing policy achieved a certain effect such as: the reform of the urban housing system has been deepened; the housing problems of low-income families have been solved; the housing prices have been stabilized, the housing market structure has been adjusted; the contradiction of demolition has been alleviated; the development of related industries have been promoted and economic growth has been promoted.It play a positive role for the market of housing security.But with the development, construction and distribution of affordable housing being brought into the market constantly, the drawbacks of some policy is gradually exposed, such as: affordable housing policy for the purchase of objects define unknown; the current affordable housing policy of fiscal subsidy system allocation is unreasonable; the unfair social distribution has been aggravated, the credibility of the government has been destroyed; easy resulting in the loss of fiscal subsidies benefit and affordable housing policy price monitoring has little effect,etc.After the analysis of the cause of the problem, we put forward reasonable ideas and suggestions on the results.In the fifth chapter, by analyzing the formation and influence factors of the economic application of the housing price, the paper tries to analysis of existing problems from the perspective of affordable housing price, and puts forward some suggestions about how to solve the housing security funds problems.The last part of this paper is suggestion that how to optimize the economic application of the housing security system.In this part the basic idea was proposed about the present stage of China’s development of affordable housing ‘s security, namely the government try to do "people-oriented" and improve the economic application of the housing construction. Based on this basic idea, this part further put forward specific suggestions and measures to improve the guarantee of nation’s affordable housing policy.
