Research On The Development Of Singapore’s Trade In Education Service

Under the background of economic globalization and global trade liberalization, education service trade has become an emerging field and a national new economic growth engine. As one of 18 service industries education service trade has accounted for a large proportion in service trade. The new concept of education development helps numerous countries gain substantial economic and social benefits. With the full range of protection of national strategic planning and the policy support, countries have generated a lot of economic income through education export.The rapid development of Singapore’s education service trade in recent years has already been known all around the world. This paper aims at the analysis of the present situation of education service trade development in Singapore, and the advantages of Singapore education services with Porter’s "diamond model". The result indicates that the behavior of Singapore government plays an important role in education service. After independence, Singapore has attached great importance to the development of education service trade. By making a series of updated education reforms and education policies in line with the economic and social development, Singapore has formed a comprehensive, scientific and renowned education system, which has promoted the development of the whole education service trade. Singapore’s education service trade has a high degree of market opening, adopting an opening policy to the four types of trade modes:consumption abroad, commercial presence, cross-border supply and population mobility. By taking marketing operation, Singapore has achieved the rapid development in education service trade. Also, Singapore has established a set of completed higher education quality assurance system and evaluation mechanism, which has guaranteed the quality of educational products and satisfied the students’demand both at home and abroad for high quality education services. Singapore also developed the human resources through education, which has cultivated a large number of talents and promoted the economic development rapidly.Since China has accessed to the WTO, the education service trade has got fast development, and more and more studies have focused on it, but the status of long-term deficits of education service trade are still not been improved. Therefore, Singapore’s successful experiences in developing education service trade will provide much enlightenment and learning for China to develop education service, speed up the pace of education reform, cultivate international talents as well as enhance international competitiveness in education.
