Teacher education has its unique and important value for education.High quality education depends on high quality teacher education.As one of the ASEAN member countries,Singapore is an important hub country along“the Belt and Road”,and its cooperation and exchanges with China are very close in various fields.Singapore attaches great importance to the cultivation of human resources,and teachers are an important force in cultivating excellent talents.Singapore enjoys highly praised and cutting-edge educational achievements,thanks to Singapore's government's emphasis on national education,and advancing teacher education reform with the times is one of the important factors for its high-quality and efficient development of education.Facing the changing world,Singapore government recognizes that teachers play a crucial role in the quality of education.In order to cope with the challenges brought by the 21st century,Singapore has constructed a unique teacher education system--Teacher Education Model for the21st century.Through the literature research method and the historical research method,this study combs the history of teacher education reform in Singapore since 1950from the perspective of the change of teacher education responsibility institutions:from 1950 to 1972,Singapore teacher education was in a survival-driven period,the main purpose in order to solve the dilemma of the urgent need for talents for social development,the teacher education in this period was mainly undertaken by the Teacher's Training Colleges for teacher training and teaching tasks.From 1973 to 1991,the Teacher's Training College was reorganized and upgraded to form the Institute of Education,and the Institute of Education assumed the task of teacher education.Teacher education in this period was efficiency-oriented.Under the premise that the number of teachers was satisfied,post-service training began to be put on track,focusing on the improvement of the overall quality of teacher education.Since 1992,the original Institute of Education has been reorganized and transformed again,and the National Institute of Education has been established and joined Nanyang Technological University.At this time,Singapore's teacher education is value-oriented and pays more attention to the ability of teachers.Under the guidance of the Ministry of Education,the National Institute of Education has designed a teacher education model for the 21st century.At this point,teacher education in Singapore has begun to enter the in-depth stage of integrated reform.Singapore's teacher education model for the 21st century covers the guiding ideology,educational objectives,development concepts and concrete measures of teacher education.At present,under the basic concept of taking learners as the center of teacher education mission,and under the permeation of the constructed“V~3SK”teacher education model and teacher growth model,Singapore teacher education has carried out an integrated reform from the courses and educational practices of teacher pre-service training to professional development including teacher post-service training courses.Pay attention to the integrity,dynamics and connection of teacher education ecology.Under the cooperation model of the Ministry of Education,the National Institute of Education and schools,Singapore has planned a clear and complete approach to teacher professional development,guaranteed the entry threshold and training standards for Singapore's teacher team,and formulated a sound teacher education guarantee system.As a result of a series of reform measures on teacher education,Singapore's teachers have achieved high teaching quality,high participation in continuous learning,and further opening up of teacher education channels and training forms.From the perspective of educational ecology,it can be seen that the development concept of teacher education reform in Singapore is in line with the characteristics of benign ecology.The reason why the modern teacher education ecosystem in Singapore has been reformed with the teacher education model oriented to the 21st century is that the key ecological factors in the ecological environment interact with each other.From the external ecological environment,the requirements of economic development under the pragmatic concept,the need to adapt to the global and international competition,the rapid development of modern technology and the ideas of lifelong learning are the main factors affecting the teacher education reform.From the internal perspective of the education ecosystem,The key factors are the requirement of improving and ensuring the quality of teacher education in Singapore,the interaction within the education system and the requirement of teachers'own development.Although China's national conditions are different from Singapore's reform background,based on the current objective reality and development prospect of China's teacher education,we can draw on the effective practice of Singapore's teacher education reform reasonably.It is necessary to emphasize the ecological concept of sustainable development of teacher education,strengthen the connection between teachers before and after the service,pay attention to education evaluation,perfect the evaluation mechanism of teacher education,change the concept of teacher education development,pay attention to the generation of teachers'core quality,link multiple resources,and build a supportive ecological environment for the reform and development of teacher education.
