A Study Of Returning Migrant Workers Entreprenrurship Support Policy Under The Perspevtive Of Institutional Equilibrium

At present,our country is encouraging the public entrepreneurship and innovation.Encouraging and supporting the migrant self-employment is one of the important issues at all levels of government.Returning migrant workers starting their own businesses can not only effectively solve the problem of migrant workers employment, but also can promote the transfer of rural surplus labor force and stimulate the vitality of the rural economy.Moreover,it is of great significance for agricultural modernization,narrowing the gap between urban and rural areas and promoting the integration of urban and rural areas.Nowadays, local governments have introduced many policies to promote migrant entrepreneurship,but the enthusiasm of returning migrant workers has not been fully aroused.The reason is the lack of policy system.Therefore, the policy the returning migrant workers actually get is not as ideal as the policy design. There is a large number of migrant workers in Guangxi Shanglin,a lot of migrant workers,also,choose to return their hometown for development at the same time.The government encourages and supports the people who returns to start their own business,provide a series of policy in taxation, finance and land.The purpose is to solve the problem they are facing,including capital,skills.etc.I went to Guangxi Shanglin for three times for investigation.Firstly,I have a comprehensive understanding of the actual situation of local migrant entrepreneurship, policy making and implementation by having interviews with the local govemment.And on this basis, to analyze the policy supply situation in Shanglin.Then by doing questionnaire survey to returning migrant workers and having in-depth interviews with those who have already start a business,i have a understand in the main difficulties facing migrant entrepreneurship,their understanding and satisfaction of the policies.At last,i use the theory of Institutional Equilibrium to study the supply and demand of entrepreneurship policy,to see wether they meet a balance or not,and explain what affect the banlance.I hope it can help build a more targeted, systemic policy system by considering the nigrant workers’need of policies.
