Anhui Province is a agricultural province,and it's also a labor-exporting province, the labor economy has became an important channel for the economic growth and increasing farmers'income. The 1980s, peasants flock to modern cities and developed coastal areas from the closed,and backward rural areas, forming a magnificent" wage-tide". In the middle of the 1990s, with the deterioration of the urban employment environment, large numbers of migrant workers began to return home for Entrepreneurship. In the 21st century, with the labor-intensive industries in developed coastal areas shifting to central and western region, and the improvement of the environment of central and western regions, a new wave of migrant workers returning home for Entrepreneurship is booming. Entrepreneurship is of great significance in promoting the modernization of agriculture, and promote the county's economic development and peasant's incomes. The study aims to enable the Government and society to have a rational attitude towards the issue of migrant workers returning home for Entrepreneurship, and actively encourage and guide the migrant workers who have entrepreneurial capacity and entrepreneurial aspirations to return home and start business. On the other hand, the paper hopes to improve the existing government support measures and Government's service level for migrant workers to return home for Entrepreneurship, as well as using social-related organizations'positive effects, in order to maximum the positive impact of Entrepreneurship.This paper bases on labor-flow theory and the theory of entrepreneurship, uses of systems analysis, comparative analysis and cross-study method, combined with the current of migrant workers in Anhui Province, to study existing entrepreneurial support ways. First, introduce the theory of labor mobility, and the theory of entrepreneurship. Secondly, analysis of motivations and factors of Anhui Province migrant workers return home for Entrepreneurship. Again, using comparative analytical method, it studies existing entrepreneurial ways, such as entrepreneurial background, mode of operation and problems. Finally, in order to better promote the migrant workers return home for Entrepreneurship in Anhui Province, building a more scientific and perfect support way, the social promotion-based entrepreneurial support system.This paper based on the results of previous studies, based in Anhui Province migrant workers, maked three innovative explorations:first, the paper divide migrant workers entrepreneurial ways into two according to the actual situation.second, on the basis of previous research, it builds a more scientific and perfect way, involves government and community organizations, to support the migrant workers returning home for Entrepreneurship. third, the paper attempts to use push-pull theory to explain the phenomenon of industrial transfer. Of course, this paper has shortcomings, it did not introduce quantitative analysis, thus the support result of the sub-system, each node, the policy in entrepreneurial support system can not be determined accurately, this requires further improve in the future.
