Research On Fiscal Policy Of Promoting Blue Economic Zone Of Shandong Peninsula Development

January 2011, State Council officially approved the "Blue Economic Zone of Shandong Peninsula Development plan" which is China’s first national development strategy themed of marine economy.According to this plan, the Blue Economic Zone of Shandong Peninsula will be built into the marine economy development and reform demonstration areas with the international advanced level and a important growth pole in the eastern coastal areas. Many policy measures to support the development of the zone, including the fiscal policy. In this paper, we will find the Strength and Weaknesses of the marine economy of Shandong peninsula on the basis of objective evaluation of domestic competitiveness, and learn from the advanced experience to explore,establish and improve the fiscal policy system to promote the development of Blue Economic Zone of Shandong Peninsula.This paper consists of five parts. Chapter 1 is an introduction. Chapter 2, we make analysis and comparison of the Blue Economic Zone of Shandong Peninsula’s competitiveness. By summing up the basic characters of Blue Economic Zone of Shandong Peninsula in recent years, we make comparison with other coastal economic zone from total marine economy, location and the concentration of industry.Chapter 3 is the analysis of fiscal environment for Blue Economic Zone of Shandong Peninsula. Based on the summary of current national provincial and municipal fiscal policy for the zone, we analyze and evaluate the effect of these policies, and point out the policy factors that hinder the development. Chapter 4 shows the experience and inspiration. This section combs and summarizes the advanced experience at home and abroad, based on the summary of the blue zone model in Zhejiang, Guangdong, Fujian in our country and America Japan Singapore and so on.Chapter 5 is the conclusion and recommendations.The innovation of this paper is:First, we compare with other coastal economic zones from total marine economy location and the concentration of industry, and we give a more objective evaluation of the domestic competitiveness of Blue Economic Zone of Shandong Peninsula. Second, this paper summarizes the current fiscal policy at all levels for Blue Economic Zone of Shandong Peninsula. The inadequacies of this paper are that the method is relatively simple and quantitative analysis remains to be strengthened.
