New-new trade theory as one of the important theory of international trade, from the micro-level research enterprise heterogeneity differences(here mainly refers to the differences in productivity) and the international market entry mode, the relationship between heterogeneity trade theory represented by Meltiz model as an important of a new new trade theory, studies the enterprise heterogeneity, the relationship between productivity and export behavior, for the study of international trade provides a new perspective. This paper firstly combed the literature at home and abroad about the enterprise heterogeneity, literature about the relation between Japanese business productivity and export behavior, including two aspects of theory and practice, the empirical aspects, train of thought for studying the domestic and foreign scholars mainly around the self-selection effect and export learning effect two aspects, on exports to Japan enterprise productivity and behavior choice literature is whether Japan heterogeneity trade theory results are met. Next, this paper expounds the relationship between productivity and export behavior, the mechanism of productivity by market entry costs and enterprise resources endowment affect export choice; And exports on productivity mechanism including the influence of the technology spillover effect, economies of scale, "learning" export effect and reset the effect factors of resources., this article selects the Japanese manufacturing industry listed companies from 1977 to 1984 data export premium model is adopted and the effect of self selection model, carries on the regression analysis using two methods of the productivity rate.In this paper, the empirical research indicate the listed on the Japanese manufacturing enterprise, the export enterprise’s productivity is lower than the export enterprises, the existing export productivity paradox. Under the different inspection methods and productivity measurement, the difference between the export enterprises and export enterprise productivity although not consistent, but the same direction. Export productivity paradox because there is light textile industry, represented by the processing trade, and the proportion of processing trade in the sample is larger, thus affecting the overall inspection result. Remove the textile industry and the food industry, heavy industry for export premium estimates that get export premium coefficient is positive, the heavy chemical industry enterprises to export enterprise productivity is higher than the export enterprise productivity, this conclusion conforms to heterogeneous enterprise export trade theory the test result of the learning effect. And a causal relationship between exports density and productivity, density, the higher are export export the faster productivity growth. And export density have a dynamic evolution trend on productivity, export, the longer the export effect, the smaller of the impact of the learning effect.In this paper, finally, the empirical results are summarized and induction, draw lessons from Japan’s manufacturing productivity and promote export experience, put forward to promote the export of Chinese manufacturing enterprises to improve productivity and countermeasures and suggestions. By Japanese listed companies panel data to verify the applicability of the heterogeneous enterprise trade theory in Japan, extension of new new trade theory to explore in the field of study. At the same time, exports to different participation and approximation to study the relationship between total factor productivity, according to the conclusion of the related industry to improve productivity, for enterprises to choose the international participation way provides the thinking path.
