| Sci-tech finance is the inexhaustible motive force of small and medium-sized S&T enterprises’ continuous innovation and development, and also the safeguard of the harmony of industry chain, innovation chain and service chain. In 2014, PBC, MOST, CBRC and three other ministries jointly issued "Comments on to vigorously promote institutional innovation solid job in science and technology financial services," which enhanced the reformation of the Sci-tech finance system into a state strategy.In 2013, the Nantong New-High Technology Development Zone(briefed as the New-high Zone) was approved by the State Council as the national-level new-high technology development zone. According to the Nantong municipal government’s requirements of the development plan, the New-high Zone should try to build a regional innovation system and to be the benchmark of the national High-tech zones by seizing the opportunities of the two national strategies of Jiangsu Coastal Development and the Yangtze River Delta Integration Development. Innovation of Sci-tech finance is the most critical part in the process of the reform of the system innovation and the basic way to active the potential for industrial development, optimize the industrial layout and to attract human resources.This paper analyzed the status of the development of the Sci-tech finance in the New-high Zone, including system construction, policy matching, product type, the level of coverage, development constraints, etc. On the basis of the analysis and according to the theory of technology financial development, this paper compared the measures in the development of sci-tech finance in the advanced domestic or foreign technology parks, found the deficiencies of the policies of the development of the sci-tech finance in the New-high Zone and put forward suggestions to improve the policies and the management system of the sci-tech finance from the perspective of policy-makers. |
