With China’s rapid economic development, agricultural economy, as an important component, its healthy development will directly affect the overall economic development of our country. The Third Plenary Session of the Party clearly pointed out that the direction of promoting rural reform and development, referring agriculture, rural areas and farmers-the "three rural issues" to an unprecedented strategic height, and formulated a number of policies and measures to ensure the agricultural production and increase farmers’ income. Among them, the healthy development of rural land finance will strongly support the development of rural economy and promote rural reform. On August,2015, under the comprehensive implementation of the party’s eighth session of the third and the Fourth Plenary Session of the spirit, the State Council issued "Guidance on carrying out the management right of contracted land in rural areas and launching a pilot project the mortgage the farmers’ housing property ",giving rural land which is not renewable resources more financial attributes, providing favorable opportunities to increase the farmers’ income, revitalizing rural land assets and developing the rural finance. Therefore, from the perspective of ecological finance of rural land, this paper analyses the relationship between the internal factors and the external environment of rural land financial ecological system and explores the mechanism of balancing rural land financial ecology in order to provide reference to the sustainable balanced development of rural land financial ecology.This paper has a great significance in the healthy and orderly development of rural land finance and financial development in rural areas. This paper selects Hebei Province as the object to analyze and study, basing on the theory of financial ecology, land finance, ecological balance, and investigates the internal factors and external environment of rural land financial ecology in Hebei Province. The problems are mainly: the financial demand of rural land operators can not be met; rural land financial laws and regulations are not perfect; rural land financial system is not perfect; farmer’s academic level is relatively low; the banks are deficient and their functions are weakening; the development of rural land market lags; the rural security mechanism is insufficient, etc. In order to solve these problems, from rural land financial ecological equilibrium on the basis of general analysis, analysis of the rural land financial ecological equilibrium constraints in Hebei province, discusses the mechanism of rural land financial ecological equilibrium in Hebei province and evaluate the ecological equilibrium mechanism, find out the cause of the rural land financial ecological imbalance in Hebei province. Also puts forward the development ideas of "improving and consolidating the transformation of the mode of the rural land finance, vigorously promoting the improvement of rural land bank credit model, using the pilot of rural land securitization mode" in order to achieve the healthy development of the balance between supply and demand in rural land financial ecology. Furthermore, in the point of constructing the mode, the sound land financial laws and regulations were put forward, providing a good external environment for rural land financial ecological interior factors; And the rural land financial system would be improved under the situation of mixed operation; the rural land financial innovation is encouraged; the thoughts and countermeasures of rural land financial ecological equilibrium such as improving the risk management and compensation mechanism would be developed in Hebei Province in order to achieve the purpose of rural land financial ecological balance status.
