Financial Support Of Rural Land Transfer In Tai'an City

China has always been a big agricultural country,and the issue of "agriculture,countryside and farmers" has always been a fundamental issue related to the national economy and people's livelihood..In recent years,the state has proposed to carry out the pilot work of mortgage loan of rural land contractual management right,which further alleviates the difficulty of farmers' financing through land.However,the rural land transfer in China is still in the exploratory stage.There are still some practical problems in the rural land transfer and the financial support.Therefore,based on the analysis of the current situation of rural land transfer and financial support,this paper puts forward some suggestions on how to optimize the loan mode of rural land contractual management right in Tai'an city by analyzing classical mortgage loan models of different rural land contractual management rights in China,and combining with the investigation and analysis of the financing demand of rural land circulation and its influencing factors in Tai'an city.Based on the theory of property rights,the theory of farmland scale management and the theory of farmland financing,this paper adopts the methods of literature review,case analysis,questionnaire survey,induction and summary,etc.This paper puts forward some suggestions on how to optimize the loan mode of rural land contractual management right in Tai'an city by analyzing classical mortgage loan models of different rural land contractual management rights in China,and combining with the investigation and analysis of the financing demand of rural land circulation and its influencing factors in Tai'an city.The main conclusions of this paper include:(1)The research and analysis of the current situation of rural land transfer and financial Support.In terms of land transfer.since 2007,China's rural land transfer area has continued to expand.By the end of 2016,the transfer area of household contracted cultivated land has reached 479 million mu.Although the scale of rural land transfer has been growing continuously in recent years,the overall growth rate has slowed down.Because of the difference of resources endowment in different places,the scale of rural land transfer has developed unevenly in all regions of the country.Generally speaking,the proportion of land transfer in economically developed areas is larger than that in economically underdeveloped areas.In addition,due to policy constraints,there is still a single form of land transfer in China,mainly in the form of subcontracting and leasing.The main body of land transfer is still farmers.The main body of land transfer is relatively single,which can not form the expected goal of agricultural industrialization and intensive development.At the same time,the current situation of financial support for rural land transfer in China is not ideal.There are some problems,such as the inadequate construction of rural land financial supporting system,the lack of rural land transfer and information market,and the lack of a sound financial support and product system for rural land transfer.(2)This paper investigates the financing demand of rural land transfer in Tai'an City and makes descriptive analysis of its influencing factors.In order to accurately grasp the financing needs and influencing factors of rural land transfer,365 questionnaires from Tai'an city are analyzed in detail.It analyses the financing demand and its influencing factors of farmers' land transfer from the aspects of personal data characteristics,family data characteristics,policy awareness and capital demand.The results show that only13.42% of farmers in Tai'an City know very well about the policy of rural land contractual management right loan.Most peasant households do not know much about land transfer and financial policies,and their willingness to finance rural land transfer is generally not high.Only 40.82% of the respondents are willing to use land contractual management rights to obtain financing.Descriptive analysis of data characteristics shows that generally,the higher the education level,the stronger the willingness to use rural land transfer for financing.Peasant households with high school or above educational background are more than 50% willing to use land contractual management rights for loans.The more they know about land policy and mortgage financing policy of land contractual management right,the stronger their financing willingness.For those who have a good understanding of the policy,their willingness to use land contractual management rights for financing is more than 50%.In the next five years,the respondents with loan intention have higher financing willingness.(3)Based on the analysis of the current situation and questionnaire data,this paper puts forward some ideas and suggestions on the loan mode of rural land contractual management right in Tai'an City.Based on the analysis of financing demand of rural land circulation in Tai'an city,and referring to the classical mortgage loan models of different rural land contractual management rights in China,this paper puts forward the idea of "government overall planning + market oriented operation" optimization model.Among them,the government's overall planning is to support and lead the rural land transfer financial support policy and process on the basis of the security policy first.We should strengthen the construction of government coordination mechanism,coordinate the communication and coordination among various departments and agencies,and urge everyone to perform their duties.We should increase government support when necessary,set up policy-oriented functional departments or risk compensation funds,strengthen government guidance and guide the direction of financial support for rural land transfer within our jurisdiction.Market-oriented operation is based on the overall arrangement of the government,aiming at solving the policy and process problems of farmers and financial institutions,and further resolving the financing risk of rural land contractual management rights.It can improve the enthusiasm of farmers and financial institutions to participate in land transfer and financial support,which is of great significance to the establishment of rural land contractual management right financing model in Tai'an City.
