Although China has carried out strict cultivated land protection system, a huge amount of cultivated land have been consumed and some high quality cultivated lands have been occupied with an arbitrary manner under the back of rapid urbanization and industrialization in China. Based on the analysis of research results of cultivated land recuperation at home and abroad, food safety risk should be pointed out if cultivated land recuperation policy would be applied to the whole country. Thus, the paper has developed grain gap rate model based on the results of grading of cultivated land quality to forecast food security risk, and have taken Fujian Province as an example to make an empirical study to explore food security risk which would be taken by cultivated land recuperation policy:(1) Cultivated land recuperation will cause decrease in grain supply in a certain period, but different maintenance measures can improve the quality of cultivated land by 1 to 2 rank, as well as, improve the grain yield.(2) Under the back of the overall quality of cultivated land in Fujian Province is low, without the implementation of the policy of cultivated land recuperation, grain gap rate will reach at the level of 0.8% in 2016 and 13.3% in 2020.These findings indicate there will be medium risk in food safety.(3) Based on practice experience of foreign cultivated land recuperation, this paper has developed a 5-year cultivated land recuperation plan,it means the cultivated land recuperation plan will be carried out from 2016 to 2019,but cultivated land will resume to farming in 2020:if there are 3%,5%,7% or 10% of cultivated land recuperated in Fujiang Province, grain gap rate would decrease by 0.4%-1.0%, 0.7%-1.7%,0.9%-2.3% or 1.3%-3.3%,respectively.(4) Based on reduction risk from during the period of cultivated land recuperation and improvement of quality of cultivated land, this paper suggests recuperate 41455.88hm2 of the thirteenth quality of cultivated land in Fujiang to guarantee food safety by the decrease of grain gap rate.
