In the face of the current background of global warming, every country in the world has put forward its own target in energy conservation and emissions reduction. As one of the largest countries in number of energy consumption, China is stressed with energy conservation and emissions reduction, industrial structure updating, and many other pressures, especially in construction industry. Meanwhile, measures in construction energy conservation and emissions reduction measures are mostly based on improve productivity, while whether the inhibitory effect exists is still controversial.Therefore, this article is devoted to the analysis of mechanism in the relationship between construction productivity and carbon emission in construction industry based on input-output method. Then respectively studying the long-term and short-term productivity impact on carbon emissions through the analysis of EKC and decoupling model. Afterwards, using panel data of 31 provinces and municipalities in mainland to analyze regional difference of China. These results can help to clarify the mechanism of carbon emissions from construction industry and put forward the corresponding policy recommendations.The main work and conclusions in this paper are as follows:(1) Calculating carbon emissions of construction industry in China based on the input-output method. The data shows that the figure is increasing year by year, from 4.323 million tons in 1991 to 2012 tons in 7.534 million. And the direct emissions (including material transportation and construction process) accounts for only 10% to 15%.(2) through the analysis of EKC model, the relationship between productivity in construction industry and carbon emission is inverted N-type cubic curve relationship. In present stage, construction productivity and carbon emissions were positively correlated.(3) through the analysis of Tapio decoupling model getting the conclusion that the driving effect of productivity in carbon emissions in China is increasing along with the rapid growth of new construction area.(4) In panel data analysis, choosing main construction productivity, construction energy intensity effect, the structure of the construction of energy effect, research and development strength, the foreign capital ratio and capital intensity as six indexes to describe these impacts on China’s construction carbon emissions, then get the following conclusion:China’s provincial productivity has incentive effect on carbon emissions in construction; the positive influence coefficient is higher relative in the eastern provinces and cities than that in central and western; Influence factors affecting the carbon emissions of China’s eastern, central and western parts are different in lots of degree; In each part, the effect of energy intensity and structure are larger on carbon emissions, then the reduction effect of capital intensity to the Midwest is relatively obvious, at the same time, the effect of foreign capital radio and R&D intensity on every regional construction industry’s carbon effect are not obvious.Specific to every provinces, therefore, policies should focus on improving energy efficiency and energy structure in construction industry. Attract foreign investment in east part, increase capital investment in central and western parts, based on rationalization improvement in construction production to reduce the construction carbon emissions. Adjust measures according to local conditions to achieve targets on regional construction energy conservation and emissions reduction, so as to realize the sustainable development of green construction in China.
