In recent years, the problem of global warming has aroused a series ofenvironment crisis. Governments around the world began to pay close attention togreenhouse gases, which resulted in the global greenhouse effect, especially carbonemissions. Because the fossil-fuel energy consumption is the main source of carbonemissions, so how to reduce carbon emissions becomes the focus extensivelyconcerned by governments, societies and academic circles. As the world’s first bigdeveloping countries, China’s economic development has the feature of “highcarbon”. Research the subject of carbon emissions of China, is not only beneficial tothe sustainable development of China, but also be able to contribute to slow downglobal climate change.Under the circumstances, this paper taking Xinjiang carbon emissionscharacteristics of energy consumption research as its main line, combiningtheoretical research and empirical analysis, systematically probes into the status andcharacteristics of carbon emissions and the relationship between the economicdevelopment, in order to provide a reference for other provinces and autonomousregions in similar research.Based on collecting a mass data and combed the carbon emissions studies athome and abroad, taking Xinjiang as an example, first of all, analysis the energyutilization of1990-2010years in Xinjiang, grasp the overall the situation of energyconsumption in Xinjiang; Secondly, using carbon emission factor method tocalculate the carbon emissions of energy consumption, then analysis itscharacteristics; Thirdly, disintegrating and analysis the influence factors of carbonemissions, such as the economic level, population scale, structure of energyconsumption, and carbon emission intensity; Fourthly, discussing the decouplingrelationship between economic development and carbon emissions; Lastly, puttingforward feasible countermeasures according to the current situation of Xinjiangcarbon emissions, in order to provide the reference for decision makers. It includesmainly the following aspects:1、In this paper, annual carbon emissions in Xinjiang of1990-2010arecalculated and analysis. From the year1990to2010, the overall energy consumptionincreased year by year, the average growth rate reached7.18%. Generally speaking,the proportion of coal in Xinjiang energy consumption structure was fluctuating down, but still dominated long-term impact of energy supply policy as a necessaryresult.2、From the year1990to2010, the energy consumption of carbon emissionswere increased gradually, rose upward and increased from1398.28×104t upto5399.98×10~4t, increased by3.86times during21years. The year1990to2000,carbon emissions increase in a gentle pace, while in the year2001to2010, carbonemissions present high speed development, the carbon emissions in the year of2010is3.66times than it in2001. Coal consumption is the main source of carbonemissions; In the meantime, there was a downward trend towards the level of carbonemissions per10000Yuan of GDP. With the increase of urbanization in Xinjiang, theper capita carbon emission was in increasing state; the proportion of CO2emissionsin second industry is the highest.3、Based on the calculation of the energy consumption of carbon emissions,separates the elements of carbon emissions by Logarithmic Mean Divisia Index andanalysis the influence factors of it. It is concluded that from the year1990to2010,economic growth is main driving factor of the increase of carbon emissions, while,on account of the fundamental position of the coal, the contribution of energyconsumption structure is weak; Energy consumption intensity influence the carbonemissions and show significant negative effect, greatly reduced the Xinjiang carbonemissions. The impetus of population growth on carbon emissions were graduallyweakening. Energy consumption intensity cares about the industrial structure and theindustrial energy consumption intensity, of which the second industry energyconsumption intensity and the proportion of the second industry output value are themain influence factors for carbon emissions. The energy intensity of secondaryindustry and the proportion of added value of secondary industries are maininfluence factors of energy consumption intensity.4、The thesis combines decoupling theory discussed economy on energyconsumption carbon emissions as well as the decoupling degree between them. Since1990the GDP growth rate is higher than carbon emissions, making the relationshipbetween economic and carbon emissions appeared the weak decoupling state overthe most of year in Xinjiang. The economic of Xinjiang has not yet achieveddecoupling with carbon emissions; the relationship between economic growth andcarbon emissions keeps stability but change.
