Traditional power companysfocus on safety,ignoring the rationality of spare parts inventory. With intensified market competition,searching the third profit source in the logistics and implementing delicacy managementbecome new trends of enterprises. In this paper,we applied the modern logistics theory and management philosophy to Guodian Northeast Company. According to the actual inventory data of power plants, spare parts were reasonablelyclassifiedandthe inventorycontrol objectives were put forward.The relevant mathematical model was built and the top designof powerful virtual warehouse logistics system for the company wasstudiedin order to ensure security of supplyand to improve inventory efficiency.Firstly data were collected from Guodian Northeast’s 12 affiliated plantsand the current inventory structure of warehouse production materials and the characteristics of spare parts were analyzed.Combined with modern management philosophy,methodsto reduce inventory and capital occupyingwere studied. Through the empirical research on the 12 power plantsof theGuodian Northeast Company,we believe that the ABC analysis method (Pareto analysis method) is not suitable for the management of the power plant stock material. According to the maintenance mode for power plant,the inventory can be divided into maintenance spare parts, emergency spare parts and spare parts of long-term class.Each category then was divided into four sub categories according to the turbine, electrical, boiler and thermal. By comprehensive empirical research, an optimizedinventory control ratio of each categories was proposed,laying the foundation for the establishment of virtual storage and logistics systems.Secondly comparative analysis of the characteristics of virtual storage logistics systems withtraditional warehousesand distribution centerswas made.Thefunction of virtual storage and logistics system was planned and the minimum stock quantity model based on the annual utilization hours was developed.The top-level design of virtual storage and logistics systems was put forward.Finally, according to the management objectives of the virtual storage and logistics systems,the theoretical minimum storage values of existing warehouse were calculated using the model we developedandthe minimum storage value per unit annual utilization hours for three categoried were also given, as well as the theoreticalcontrol objectives. Underthis objective,53.03 million yuan was saved, reduceing inventory by about 30%. The algorithm design is provided for the computer system design of the virtual storage logistics system.
