Initial Strategy Research Of EPC Procurement For Electric Power Design Enterprise

EPC, led by design enterprise, is increasingly accepted by the owners. Electric power design enterprise has a strong talent and technology advantages and broad market prospects, because they can use their leading role of design process in the project to integrate all kinds of resources, fully consider every technical standards and regulations, effectively control the project cost. However, the market environment is changing rapidly. How to enter the field of EPC as an electric power design enterprise which has no experience in this area before the market cooling or saturated is particularly important.First, this paper introduces the theoretical background of the research. It summarizes the development of EPC model and the theoretical research of the EPC purchasing management.Second, this paper summarizes the requirements of EPC purchasing management in initial stage led by electric power design enterprises. The study has been made in aspects including the team setting, the standardization of the procurement process, supplier management and procurement contract performance.Then this paper puts forward a strategy for electric power design enterprises in EPC initial stage to deal with the problems in procurement. To build a procurement management team in three steps, and to build the procurement operation system in two stages by adhering to the principle of application and simplification, and to develop the supplier later by using all the resources that can be used, and to promote the performance of contract through the specialization of some posts in the management team. This paper analyzes the risks of the initial strategy, focuses on the construction of the team and the risk of the supplier selection, and put forward the opinions of how to deal with it.At last, it was proved that the initial strategy of EPC procurement in this paper is feasible by analyzing an actual case.This paper expounds the importance of procurement in EPC. and the basic requirements of EPC Procurement for electric power design enterprises. And give an answer to the question how to build a procurement management team in initial stage with less cost of time an capital. This paper can provide a reference about procurement management for electric power design enterprises that want to enter the market of EPC.
