Energy is the foundation and power for the development of national modernization. The development and utilization of coal, oil, natural gas and other fossil energy has lasted for hundreds of years, and the consumption of sustainable energy is also growing rapidly. So the energy security is increasingly important for the country’s modernization. Because of the limitation of energy resources, the main purpose of the research of energy market is to make the energy consumption structure more reasonable, which is based on the development of the energy market and to meet the needs of economic and social development.This paper studies the basic theory of the energy market system and the price mechanism and constructs the basic framework of energy market. According to the research needs, the energy is divided into four categories. Then the framework of the energy market as the environment and government, energy producer and energy consumption as the main body is built.The genetic algorithm and Q-learning algorithm are selected as the study algorithm in this paper. And the genetic algorithm is improved according to the complexity of the objective function. At last, the simulation model of the energy market based on multi-agent is proposed. Based on the energy market simulation system, the simulation experiment of the effect of different price mechanism on the development of the energy market is carried out. It is concluded the effect of government regulation strategy on the development of the energy market, besides tax and subsidy policies must be implemented simultaneously and appropriately to accurately regulate the energy market.
