The economy of China has growing successfully in almost 40 years of reform and opening. Along with this trend, the conflict of economic development and social progress become more and more intense. Facing many increasingly serious problems such as the gap between rich and poor, environmental problems, corporate scandals, and government corruption, government, enterprise and society respond to this through different aspects positively. Enterprises just regard social responsibility as an assignment to fulfill and a way to enhance their prestige. Their final goal is to realize the largest benefits. The government’s welfare policy is in an embarrassing situation. Though the final goal of the non-profit organization is to solve social problems, their sustainable development must depend on having sufficient source of fund that mainly comes from limited mutual support and public welfare activities. Thus, non-profit organization is facing great challenges. On this occasion, the appearance of Social Entrepreneurship Organizations fetches up the shortage of market and government, becoming a strong complement to solve social problems, and becomes a hot topic of social innovation quickly. Continually social entrepreneurship has also been growing concern between mainstream entrepreneurship and Management Research, and becomes a hot topic in academia. However, the present research of social entrepreneurship is merely limited description and summary for this phenomena mainly focusing on the concept and context of social entrepreneurship, the characteristics of social entrepreneur, the recognition and development of social entrepreneurship opportunity, social business survival and growth process and other issues. The studies of its value creation model are rare. The author believes that the creation of a double value is the essence of social entrepreneurship and the approaches of SEO create social and economic value should be important issues in our social entrepreneurship research.Firstly, through reviewing and researching of documents, the paper delimits the related concepts of social entrepreneurship organizations. Then we summarize and generalize the characteristics of social entrepreneurship organization from dual nature, forward-looking, innovative, strategic and sustainability. Based on PDCA cycle, the paper analysis the value creation model of social entrepreneurship organization, including location of organization identity and mission, value realization process, performance measurement and keeping improve.This paper deems that social entrepreneurship organization is Social Entrepreneurship(hereinafter referred to as SE) subdivision type of social entrepreneurship, and is a new developments of business organizations. The characteristics of social entrepreneurship organization should be analyzed from the dual values and unique business model. Social entrepreneurship organizations is integration of solving social problems and enhancing organization’s operating efficiency that is win-win of social value and economic value.Through the location of organization identity and mission, value realization process, performance measurement and keeping improve, this paper builds value creation model. From the characteristics of leadership, opportunity identification, location of organization identity and mission statement, we define the organization identity and social mission. From the perspective of the business model, we analyze the value realization process. From the evaluation of social value and economic value, and their relationship, analyze performance measurement. Finally, keep improvement.Finally, this paper takes entrepreneurial base for example to study the social entrepreneurship organization value creation model. Discourse social entrepreneurship organization value creation model of entrepreneurial base hoping to provide theoretical verification and practical inspiration for value creation model.
