The report to the 19 th National Congress of the Communist Party of China makes an important conclusion on the principal contradiction in Chinese society: the principal contradiction in Chinese society has been transformed into a contradiction between the people's ever-growing needs for a better life and unbalanced and inadequate development.Behind this contradiction are various social problems that we have to solve.People are more likely to believe that these social problems should be solved by the government or non-profit Organizations(NPOs)(wei-skillern et al.,2007).However,the complexity and difficulty of social problems are beyond people's imagination and cannot be solved by them alone.The government also tries to leave to the "market" and "society" some things that they cannot or are not doing well.NPOs and others also try to solve these social problems,but the real solution requires the integration of resources by all parties in the society.After the emergence of "government failure" and "voluntary failure",enterprises are expected to adopt some commercial and more economic ways to solve social problems,and to pursue the maximization of social benefits to solve social problems is also the goal of the company(Carroll,1979;Goodpaster,1991;Stormer,2003).In this context,the emergence of corporate social entrepreneurship is very necessary and appropriate.Austin and Refico(2009)believed that social entrepreneurship is a more advanced and powerful form for enterprises to undertake social responsibility.For enterprises In order to fulfill social responsibility and actively participate in the team to solve social problems,the adoption of cross-sector alliance strategy has become an important way for enterprises not to fall behind the requirements of The Times and reflect their responsibility and mission.Davitch(2016)also pointed out that the alliance and cooperation between enterprises and social organizations or NGOs is an important factor for enterprises to engage in social entrepreneurship.But in the process of this kind of cross-sector alliance,the alliance partners or government,or non-profit organizations,they and enterprise organization structure,management system,the vast differences in theaspects such as organizational culture and mission,and this difference makes it hard for alliance between two or more sides running-in,realize the basic cooperation,the enterprise may not able to take advantage of alliance partners resources,create value in the league.Therefore,for enterprises,matching higher alliance partners in all aspects is the prerequisite for the development of alliance and the key to the success of the alliance.Therefore,this paper introduces the mixed method of fuzzy set qualitative comparative research and exploratory multi-case analysis research into the field of value creation of cross-department alliance,and studies the relationship configuration between the combination of matching factors and value creation of cross-department alliance.First of all,through grounded theory,it is identified that there are three matching factors in cross-sector alliance of social entrepreneurship,namely,culture matching,resource matching and management matching.Secondly,fsQCA studied the combination of five matching factors and the value creation configurations,and finally found the complementary and substitution relationships among the six typical configurations and the culture matching,resource matching and management matching in the value creation of cross-sector alliance.This study reveals the configuration of value creation of Chinese enterprises' cross-sector alliance,which provides the corresponding theoretical basis for companies to create expected value through cross-sector alliance under the background of social entrepreneurship,further enriches the research in the field of cross-sector alliance,and has theoretical significance to social entrepreneurship theory.According to the configuration analysis,it is also helpful to guide enterprises to choose alliance partners with higher matching degree according to different alliance purposes,so as to continuously create expected value in the process of alliance through sustainable social entrepreneurship projects and bring benefits to the society and enterprises.
