The Research On The Development Of Rural Human Resources In Huizhou City,Guangdong Province

Human resource development is the process of utilization, building, remodeling. With the development strategies and the development of human resources by means of learning, education, training and management, we can achieve some economic goals. The participants of human resource development include governments, institutions, schools, organizations, associations, private organizations and public bodies, as well as employers, supervisors and individuals, and so on. Human resource development put emphasis on total control of human resources, reasonable structure optimization and efficient allocation of human resources. First, control the size of population and maintain an appropriate scale of human resources in order to push forward economic and social development. Secondly, we can improve the quality of human resources through education and other means so that physical strength, intelligence, skills, values can play great roles in social life, and on this basis, the rational allocation of human resources can be achieved, and human resources can be made full use of. According to the Eighteenth Central Committee of the Communist Party of China, dealing with the issues about agriculture, rural areas and peasants(ARP) in China is the most important task of China’s Communist Party. The integration of development of both urban areas and rural areas is the fundamental way of solving the issue about agriculture, rural areas and peasants(ARP).Human resource development is of great significance for China’s rural areas because it largely determines the growth of the rural economy and increase farmers’ income, but we don’t feel optimistic about the current situation of rural human resource development in our country. Although labor resources in China’s rural areas are abundant, but the overall quality of labor resources is not good enough, local governments are lack of knowledge on its importance, we don’t have effective system of human resource development. Local governments don’t focus on training enough talents that rural development requires. Meanwhile, China’s agricultural production conditions are relatively backward, and infrastructure is not good enough, so economic development of rural areas has encountered many problems. Rural human resource is the basis of changes in production conditions in rural areas, and the basis of developing the industrial economy in rural areas, as well as the basis of modern agriculture. Therefore, it is of great significance to research and develop human resources in rural areas, and we need to put our hearts into researching and developing rural human resources in Huizhou.This paper objectively describes the current situation of human resource development of rural areas in the background of social and economic development in Huizhou, and analyzed the problems which exist in the human resource development in Huizhou with the perspective of governments, enterprises as well as peasants, such as lack of efforts for rural labor education and training, lack of implementation of specific measures, shortage of funding from governments, disadvantage of the hardware facilities, peasants’ complacence, and weak consciousness of self-improvement, and so on. By drawing on experience in development and utilization of rural human resources, and according to the specific circumstances of Huizhou City, this paper proposes some measures to develop and utilize the rural human resources, for example, improve the social security system, increase government financial investment, strengthen efforts to promote science and technology, enterprises can make efforts on training of human resources in rural areas, peasants should change their ideas and strive to improve their personal quality, so as to effectively improve the quality of peasants and enhance the city’s agricultural technology.
