Study On The Problems And Countermeasures Of The Development Of Ji’nan’s Rural Cooperatives Guided By The Government

This thesis is based on the data of author’s daily work, general investigation and special survey, starting from the current situation and existing problems of rural cooperative, to analyze several models of the innovation mechanism of rural cooperative in Ji’nan. The final purpose is to summarize the inspiration from the government level to guide and regulate the innovation mechanism of rural cooperative. This paper is a practical report, analyzing and studying both in the administrative level and the mass level. The topic has the dual significance of implementing national policies and benefit farmers’ vital interests. In carrying out the national policy level, the rural cooperative is the inevitable result of the specialization, scale and market of agricultural production. It is the realistic need to develop modern agriculture and promote the construction of brand agriculture. The development of rural cooperative is an important part of carrying out the national policy, and is an important way to innovate the rural management system, promote the construction of brand agriculture, improve the degree of farmers’ organization, and increase the income of farmers. On the benefit of farmers’ vital interests, rural cooperative is the provider of the rural household contract management, the producer and operator of the same kind of agricultural products, the use of the same kind of agricultural production and management. Under the existing conditions of innovation and breakthrough, to seek greater profits, better development, is the problem that the president of all the rural cooperatives are concerned, but also related to the vital interests of the farmers.In addition to the introduction, this paper mainly consists of three parts.The first part simply describes the origin, evolution and the development of Chinese rural cooperative. In order to analyze the evolution of the cooperative principle, the paper mainly describes the development process of rural cooperatives in China, especially since the founding of the three stages of development. Finally, summarize the related concepts of the cooperative, define the definition and operation mode of rural cooperative, and lay the foundation for the following discussion.The second part takes Ji’nan as an example, analyzes the current situation and the problems of the rural cooperative. In order to show the development of rural cooperatives in Ji’nan, it start from the overall situation of rural cooperative in Ji’nan, to analyze the structure and distribution of the quantitative, qualitative description of its development characteristics. Because of the organization foundation of rural cooperatives, the level of personnel are limited, and the operational norms and profitability have inherent problems, which leads to the problems such as small scale, slow development, weak ability to resist risk, and so on.The third part is to study the innovation mechanism and solutions of rural cooperative which under the guidance of the Ji’nan government. First, describe the relationship between the government and rural cooperative, the interpretation of the national policy in recent years, and some of government’s measures to guide rural cooperative in Ji’nan. Then select four typical cases, one by one to analyze the innovation mechanism and development of the four rural cooperatives. Finally, based on the case analysis, combined with the results of the questionnaire, summarize the inspiration and solutions from the government level to guide and regulate the innovation mechanism of rural cooperative.The last part deals with the main conclusions and parts to be further demonstrated.
