Then it elaborated government of Lai’an has got the effectiveness and done something wrong in the process of land transfer. At the last, it proposed a series of ideas to make land transfer orderly. The part of the basic concepts from other aspects of rural land, mostly through research scholars on the basis of rural land on the concept of rural land, land ownership and transfer of rural land management rights to define; next is mostly scholars on rural land Summary of the Study flow of current, as well as elaborate review process of rural land circulation in guiding government.The third part is about government guidance in the land transfer. This part is to investigate the way of government guidance and the necessity of government guidance based on rural land analysis. The way of government guidance mainly includes administrative management, economic policy and the development of laws and regulations.The fourth is the most important part of this article.
