Study On Industrial Clusters Optimization In New Urban Area Under The View Of Innovative Metropolitan Area

After the reform and opening-up, Shumchun have led to the rapid rise of the Pearl River Delta metropolitan area as a result of advantage in economic policy, so as Pudong New District to the Yangtze River Delta metropolitan area and Binhai New District to Jing-jin-ji River Delta metropolitan area. Extensive economic growth mode in characteristic of energy resources high input and consumption has caused prominent contradiction between economic development and resources, which makes innovation-driven development mode more necessary. Innovation development strategies of governments at all levels expand gradually from innovative cities to innovative areas in practice, and it is high time to recognize "Innovative Metropolitan Area" as a carrier of national innovation development strategy.There are also numerous successful cases about innovative metropolitan area construction to promote economic integration and the development of industrial clusters internationally. Therefore, it researches urban new district’s industrial clusters optimization strategies under the perspective of innovative metropolitan area in this paper.Firstly, in this paper, deeply review the theoretical knowledge of innovative metropolitan circle and industrial clusters, then redefine the connotation of innovative metropolitan area and outline the characteristics of innovative industrial clusters. Basing on analyzing interactive development mechanism between them, innovative metropolitan area by constructing regional innovation system improves the coordination of cities, which can gather more innovative resource in the metropolitan area.Also, it improves the environment for development of innovative industrial clusters to optimize and upgrade industrial clusters by institutional, organizational, cultural and environmental innovation.For the reason that innovative industrial clusters construction is the essence of innovative metropolitan circle industrial clusters construction, summarize five factors that influence foreign innovative industry clusters development,in order to have some reference to our country’s new urban area industrial cluster optimization.Then a comparative analysis among Shumchun New District, Pudong New District and Binhai New District’s industrial clusters is given in this paper. Basing on the modified gravity model and Yangtze River Delta indicators data in 2013, it measures urban innovation strength using SPSS17.0 software. In addition, under regarding Pudong New Area as a empirical study, it adopts location quotient index and industrial agglomeration index, which are from the static and dynamic perspectives, to conclude the clustering level of manufacturing industry clusters. Finally, the research does a regression analysis for the four main quantitative influence factors in the development of manufacturing industry clusters in the time series data from the 1991 to 2013.Under the perspective of innovative metropolitan area, the study argues that urban new district should develop a high-end clusters development strategy based their own metropolitan strategic position, break up monopolies and market segmentation to promote regional linkage development of industrial clusters, develop headquarters economy and modern service industries to form high-end industry structure, strengthen the financial industry innovation to solve the problem of financing, build innovative personnel training and attracting mechanisms, and create a environment of innovation, In the new stage, make the urban new districts become real economic growth pole of innovative metropolitan area.
