Research On The Optimization Of Functional Structure Of Urban Central Area Based On Industrial Clusters

The central area of a city is the main carrier of the city functions.In our traditional planned economic system,the orientation of the city functions always concentrates from the whole aspect.Nowadays,the lack of reasonable programming of different zones inside a city is reflected on the highly sameness of the functional orientation of the central areas in many of our cities in China,which not only causes the malignant competition on attracting investment, items programming of different central areas in a city,but also weakens the reasonable distribution of the factors endowment of the city's economic system and the cooperation effects of division and coordination of works.Therefore,how to adapt the environmental changes and optimize the functional structure of city central area more scientifically and reasonably is the problem that needs to be solved urgently.This paper first defined urban central area from two dimensions,the geographical attribute and the functional attribute,and then drew a conclusion that the industrial changes were the primary driving force of the functional structure changes of central area after the analysis on the evolution mechanism of the functional structure of central areas.Taking the realization of value promotion in the functional structure optimization of city central area as the ultimate goal,in view of the geographical and spatial restriction and the incapable of all industrial development at the same time,the paper analyzed the influence of industrial clusters on the functional structure of central areas according to the comparative advantage principle,then indicated that the promotion of functional structure of central areas using industrial clusters must recur to the gradient effects and network effects.The paper put forward the methods of optimization of functional structure of central areas based on industrial clusters composed of the choice of leading industry and cultivation of industrial clusters abilities.In the aspect of choice of leading industry,it pointed out the constraint condition of optimization of functional structure based on the non-independent and completeness,dualism and openness.Taking the competition factors of multi-core central area into consideration,it is conformed that the choice of leading industry of central area under the guidance of neural networks.Based on the dynamic growing process of industrial clusters,the paper constructed a general equilibrium model on the location of the upstream-downstream enterprises inside an industry and analyzed the formation condition of industrial clusters ability which indicated that in order to make the new industries that can optimize the functional structure of central areas cluster in the central area,the government should try to promote the match efficiency between the enterprises in the area,improve the labor and capital markets, especially in the sprouting period the government should stress on the induction and the cultivation of cluster environment and in the growth period emphasize on the construction of cooperation network and the exertion of cluster advantage,while in mature period pay more attention to the training and cultivation of core enterprises and their overall abilities.
