In recent years, the economy of Suzhou booms rapidly and this accelerates its urbanization process. The city experiences swift expansion and with ever increasing population. As such, the road construction speed is far lagging the rapid growth of the city’s vehicle, causing contradictions between traffic supply and demand. To alleviate this problem, the government develops urban public transport vigorously. After the railway turns into a network operation; a comprehensive, three-dimensional public transport system improves with the railway as the backbone, the regular bus as the network, and the taxi as an important complementary option. However, behind the rapid development of the public transport, a variety of autonomous vehicles operating independently has become the major resistance for further development. Hence, problems such as non-prospective planning, unreasonable route network layout, inconvenient transfer, non-unified ticket fare system, and low public transport share rate.The government is the ultimate force to promote the integrated urban public transportation, and it plays an important role in the aspects of laws, regulations, policy support, supervision, management, and macro-control. Development planning, supervision and management operations, and other aspects of comprehensive coordination integrated the development of urban public transport require the government to take effective measures to phase out the obstacles that hindrance the path in attaining the final goal. In this case, the government plays an important and decisive role to achieving public transport integration goal.From the perspective of public administration, the paper studied the development of urban public transport integration process, the positioning and the flow of government sectors. Through questionnaires, we found the effectiveness and implementation of transportation policy and taxi policy. By adopting the experience of other cities and foreign countries, we provide some suggestions to improve the current situation in achieving an integrated public transportation under the control and governance of Suzhou municipal.
