Policy Research On Urban Agriculture Development In Eastern District Of Panzhihua City

Urban agriculture is one of the modern agricultures that combine ecological function, social function, as well as economic function. Due to the continuous progress of urbanization and the threat to city’s ecological environment, urban agriculture is attracting more and more people’s attention, and is becoming an important part of urban modernization and development. Urban agriculture is developed in 1970 s in Japan and the Taiwan region. In mainland China, due to the longstanding dual system of cities and countries, urban agriculture starts later. At the start of 21 st century, urban agriculture is recognized as an unavoidable trend by major cities in China. A series of development plans are scheduled and put into practice. Efforts have been made to take an advanced position in urban agriculture and to seize the strategic opportunities in the new round of urban construction. In recent years, Eastern District of Panzhihua as the ‘tropical sunshine’ of the south Asia gives full development to urban agriculture, in which process, great advancement was obtained by the implementation of the central, provincial and urban political documents and instructions. At present, the development of urban agriculture in Eastern Panzhihua City has made some achievements, but the unestablished policy system has limited its further development. Therefore, a comprehensive research focusing on the policy for urban agricultural development is very urgent.In this paper, the integrated use of literature analytical method, comparative analytical method and inductive method, access to a large number of relevant documents of domestic and international urban agriculture research literature, especially the documents are related to the development of urban agriculture of Eastern District,Panzhihua city. It compares and analyses the difference between the urban agriculture development of Eastern District,Panzhihua and those in the developed regions at home and abroad, we’ve got inspiration of how to make the perfect policy system on urban agriculture in Panzhihua during the process of summarizing the policy and practice on urban agriculture development both at home and abroad.Through the research, we’ve found that Eastern District, Panzhihua City, has been basically formed the framework of the development of urban agriculure, it has played a certain role in promoting urban agriculture development in Eastern District, but still some problems could be found,such as the imperfect policy and it is not very practical.a decisive design of urban agriculture development policy for eastern district Panzhihua are proposed in conjunction with the current situation. The design principles, main policy, planning and design, supervision and implementation policy system for the development of urban agriculture in eastern Panzhihua are presented. Guidance of the financial, human and organizational protection for policy is also conjectured. The present study provides a resourceful reference for eastern district of Panzhihua for policy design of urban agriculture.
