With the continuous development of the banking industry, as well as the rise of joint-stock bank and city commercial bank, foreign bank, the monopoly of state-owned has been broken. Due to the limit of institutional environment and its bad loans, state-owned commercial bank bear a heavy burden. Meanwhile, compared with foreign bank,the state-owned commercial banks in the management philosophy is relatively backward. Employee motivation of commercial bank has risen as an important business development strategies, many banks began to build people-centered incentives. Commercial bank need to meet the need of external competitive environment and employee development, good staff incentives will undoubtedly play an irreplaceable role in the competition. By the way of motivating staff,commercial banks can sustain the healthy development and formate high-quality staff.This paper use literature analysis and comparative analysis, study of the subject is the state-owned commercial banks, the content of the study is the incentive problem. Firstly, this paper introduce the concept and the theory of incentives. Secondly, author introduce the incentives related to the Agricultural Bank of China branch in Suzhou and found the problems of incentives in state-owned commercial bank. Lastly, through the analysis of Citibank’s corporate culture and employee incentive system, combined with related literature at home and abroad, this paper presents incentives about primary employees in commercial banks: Strengthening corporate culture-building; establish fair and effective pay system; through performance management to effectively protect employees work effects. This paper analyze the problem of the incentives in commercial bank and come up with strategies, it can mobilize the enthusiasm of employees and promote the development of bank.
