Chinese steel industry is serious excess capacity after in the rapidexpansion of industrial scale, the market competition is becomingincreasingly fierce. HG group wants to occupy the dominant position in themarket competition, so it is actively looking for a way to enhance thecompetitiveness. Steelmaking plant responds positively to the call of thecompany actively, and promotes the activity that improved product yield andquality and reduced the production costs, but the operating strategy isseriously affected by the lacking primary talents, so the grass-roots stafftraining is imperative.This thesis uses combination of theory and practice, statistical analysis,charts analysis, questionnaire survey and other research methods to analyzethe situation of grass-roots staff’s training in steelmaking plant. According tothe learning organization theory, author bases system training model andKolmogorov four training evaluation model to devises the steelmakingplant’s grass-roots staff training and evaluation system. The problems andcauses existing in the training of factory grass-roots staff design the factorygrass-roots staff training system, especially to strengthen effect of thetraining evaluation in the role of training system.In the design of training system, this thesis especially paid attention tothe following aspects of work:Attached great importance to the analysis of training demand, improvedthe pertinence and avoided the unnecessary spending of the training. Clearedtraining plan, enhanced the practical work of staff training to prevented theunsystematic training process. Broaden the training way to make activitiesmore convenient and cheaper. Used the assessment system to ensure theimplementation of training work, improved the efficiency, ensured the training work smoothly and continuously.
