The Major Functional Zone Strategy is the national strategy to promote coordinated regional development.Accelerate the construction of the Major Functional Zone is an important part of national "Thirteen Five" Period.Currently The Major Functional Zoning at the national level provincial level have been completed.County should implement the major function orientation as the foothold of The Major Functional Zone Strategy.This research is a new study of the county functional zoning which combine national policy from a new perspective.Functional Zone of Production, Life and Ecology needs to be defined in terms of the scientific concept, nature and function.and need to build the method of Function zoning of Production, Life and Ecology and Spatial Governance.This research try to provide reference to Strategy implementation and Functional zoning of the other less-developed country. It objects Menghai by building the method of functional zoning of Production, Life and Ecology and Spatial Governance System under the background of The Major Functional Zone Strategy.This research defines the concept, nature and function of Functional Zone of Production, Life and Ecology,and the concept of Spatial Governance by reviewing domestic and foreign national spatial zoning and spatial governance.In terms of Functional Zoning of Production, Life and Ecology.it build the method of functional zoning of Production, Life and Ecology of Menghai which consists the evaluation of ecological importance and function of Production, Life and Ecology by learning domestic and foreign national theory and technology.ln terms of Spatial Governance,it build the Menghai Spatial Governance System which consists Micro land-use, medium spatial problem governance and Police Guide,macro management structure and mechanism innovation by learning the domestic and foreign spatial governance.The conclusions of this research are as follows:Firstly,the Functional Zone of Production, Life and Ecology should be comprehensive and compound, and it also should be the Policy Zone.Secondly, The indicators of Functional Zoning of Production, Life and Ecology should have the focus, it should have the different emphases for different Major Functional Zone.In addition, the types of functional zone should be different from one area to another, it can not be generalized.Thirdly,spatial control and spatial governance are linked, but different in nature.Spatial Governance contains spatial"control" and "governance",and it also contains short-term and long-term governance.
