The County Territory Spatial Functional Zoning Of Development And Spatial Governance & Scenario Analysis

With the fast development of industrialization and urbanization in China at present, the cities sprawl, the cultivated land sharp decline, the biodiversity damage, the environmental pollution, the water resources shortage and so on, which has led to the development disorder and difficulties in natural ecology and agricultural land protection,and threaten the regional sustainability.Spatial functional zoning amphasizes that regions with low development cost,high carrying capacity of resources and environment as well as great development ability should undertake social and economic activities with great intensity;whereas those regions having high ecological values but are difficult to be developed should maintain functions of agriculture and ecology,so as to promote the harmonious interrelations among economy,population,resources and environment with spatial order.After looking back and comparing the relative theories and researches in Spatial functional zoning,this paper discusses how to divide the assessed units on the basis of the region ecology sensitivity analysis by the ecology footprint method, use the utilization qualitative and the quantitative method and RS and the GIS new technology method, carries on the spatial function zoning of region development, as well as the spatial governance and the region scenario analysis under with the new region principle idea.As a case study,He county in Anhui along the Yangtze River, is divided into types,i.e.,preferential development area,the encourage development area,feasible development area,the guidance development area and the gray one. Finally the paper analyses the He County's development scene plan by the scenario analysis method, and the best future develop synergy and the implementation way for the county has been advanced in the need of spatial governance.
