The spirit of the 18 th National Congress pointed out that adhere to the urban and rural development, the people-oriented, fair as a fundamental requirement to solve the problem of employment of migrant workers. Until 2014, the number of migrant workers has been reached at 24 million in Shandong Province, more than 60% of them works in manufacturing and service industries, and the number of jobs will continue to increase.Migrant workers have made great contributions to the economic and social development.But the reality is that the high economic contribution rate of migrant workers did not come back high social status. Due to the household registration system, the separation between town and country are obvious, migrant workers can not flow freely in cities and towns, a large number of rural surplus labor force can not enter the city. In the face of the special requirements of some industries and units, migrant workers can only seek work in poor conditions with low wage level of the industry, there is no guarantee of their own, a lot of effective resources are waste, so that the rural labor market is in a vicious circle of increasing supply and decreasing demand. In this paper, we hope to seek a new breakthrough to solve the employment of migrant workers as soon as possible.The paper firstly sorts out the status of literature review at home and abroad,elaborates on four types of labor market segmentation in China. From the aspects of age,nature of units, industry distribution, social security, analyzing the present condition of the employment of migrant workers, problems and the reasons for this situation such as institutional factors, refers to the actual situation of migrant workers, industry factors and so on in Shandong Province. The following is the empirical research on factors affecting employment of migrant workers in our province, and put forward the corresponding countermeasures and suggestions. The a achievements through researches are as follows:(1)There are four types of labor market segmentation in China, namely, the separation between town and country, separation among industries, unit separation and region separation.In terms of the establishment of these four types of segmentation, the labor market segmentation of China is in effect the institutional segmentation because it results from institution.(2)With the methods of linear scaling and dimensionless, constructing an employment model to carry out a study based on the adverse effects of labor market segmentation on the migrant worker employment. The four types of segmentation jointlyhave a strong effect on the employment of migrant workers.(3) Because of the institution segmentation in China, some appropriate measures should be taken to weaken the segmentation by government,not only by the market to reverse it.
