| From the Eighteenth National Congress of the CPC, the development of new agricultural business entities including professional investors, family farms, farmers cooperatives and agricultural leading enterprises has been given high priority. In the middle of 2008 Third Plenary Session "Decisions on Major Issues on promoting rural reform and development" mentioned that it could "develop various forms of appropriate scale". Moreover, this became the policy foundation of new agricultural comprehensive development. Cultivation of new agricultural subjects was formally presented in Central Rural Economic Work Conference in 2012. After that, "foster the development of new agricultural business entities" was also clearly pointed in the central document in 2014. Compared with the traditional agriculture, the new agricultural business entities are stronger, more large-scale, finer division of labor, higher level of technology, higher degree of commercialization and so on. New agricultural business entities is self-sufficient with respect to the traditional small-scale semi-subsistence farmers, family-run traditional formula proposed, which overcomes the deficiencies of the main elements of the economies of scale and efficiency of traditional agriculture and other aspects of a larger scale, relatively labor productivity high degree of commercialization of higher characteristics.Human capital is an integral part of the factors of production. It has became a well-deserved "first resource" in modern economies as the main driving force. To improve the efficiency of the production of physical capital, the premise is to increase investment in human capital. The introduction of human resource means that quality of elements in production function and technical conditions change. And this change makes the compensation of human capital steady grow like spring water. Knowledge economy needs high quality human resources. High quality of rural human resources is an important guarantee for the realization and development of new business entities, and it is the important foundation of realizing agricultural modernization in our country. Today, human resources have become a decisive factor in the economic development and social progress of a country or region.The investment of human capital in the new type of agricultural business is conducive to the development of new agricultural management and the key part of China’s agricultural modernization.New agricultural enterprises human resources problems are problems that must be solved for our country to realize agricultural modernization on, only by reasonable solution to the new agricultural enterprises human resources issues, can we truly achieve the modernization of our country agriculture.Therefore, the problem of human resources has become an important factor that affects the healthy development of new agricultural business entities, and needs to be further developed and discussed.Anhui province is the birthplace of China’s rural reform. As an important agricultural developing area in Anhui Province, Tongling city is located near the Yangzi River, having a natural geographical advantage. This paper takes Tongling city of Anhui province as an example,through the analysis of the domestic and foreign scholars on the new agricultural business subject of human resources research, and put forward the human capital as part of the production factors. This cannot be ignored to the development of new agricultural management.This article describes the background and significance of studying new agricultural business entities, especially for the analysis of domestic and international research status in the first part. The second part introduces the related concepts and theories. The third part focuses on the analysis of the new agricultural business entities and their human resources status in Tongling City, Anhui province. The author entered a number of agricultural leading enterprises, family farms and professional cooperatives to do the research and distribute survey questionnaire from different aspects such as business scale, human capital stock, age distribution, education and professional talent demand. The statistical data based on the data analysis, questionnaire and field survey data detailed analyzes the current situation of new agricultural management main body and the current situation of human resources in Tongling city. The fourth part analyzes the main problems in the development of human resources in the new agricultural management main body of Tongling City, Anhui province. According to the survey data and the analysis of the third part’s status, it specifically describe that the human resource development of Tongling new agricultural entities is facing many problems. The fifth part aimed at part four, gives the solutions in details. It put forward to strengthen the understanding of the importance of rural human resources investment.Improving the new agricultural management main body education and training content, exerting the potential of the new agricultural management main body, and raise the quality of the rural labor force, attracting talent resources for new agricultural business entities, building a unified rural human resources market and some other corresponding countermeasures. |
