Research On Development Of New Agricultural Business Entities In Jiyang County,Shandong Province

Since reform and opening,small-scale operation based on peasant household has become the main part of agricultural management in China.With the advancing of agricultural modernization,small-scale operation may not suit to the economic development.Therefore,the agricultural business entities needs to be changed.The central file No.1 of 2018 clearly put forward: we should lay emphasis on developing the driving role of new agricultural management entities,and implement its cultivation project.According to the file,the construction of the new agricultural management system has been taken as an important part of building modern agriculture.Taking Jiyang County of Shandong Province as an example,the first two chapters of this paper analyzed the background,significance,connotation,characteristics,and the general theory of cultivating the new agricultural subjects.The third chapter elaborated the development status of the new agricultural management in Jiyang County.Then it analyzed and summarized the problems in five aspects,such as the difficulties of land circulation,the absence of financing,the scarcity of agricultural talents,lacking consciousness of the main innovation and the lag of the agricultural service system,and analyzed the reasons for these problems.Finally,by reference of the typical cases at home and abroad,the rationalization proposal suitable for Jiyang County to cultivate new agricultural management subjects was put forward in this paper,from the comprehensive analysis of the development trend of new agricultural management subjects at the national level.Such as,improving the land circulation policy mechanism and standardizing the land circulation market,innovating the financing policy and increasing credit support,strengthening the construction of agricultural talents and building a contingent of occupational peasant,promoting the independent innovation of Agricultural Science and Technology to develop Modern agriculture,and consummating the system of commercialized services for agriculture to improve its service level.This study is propitious to consummating the Modern agriculture theory,and supplementing and enriching the correlative researches of new agricultural management subjects.It could promote the maturity of Modern agriculture theory,and provide a theoretical basis for relevant policy making and the cultivation of new agricultural business entities in Jiyang County.We hope this study would be of value,as it helps Jiyang County and other regions in China.
