The reform of collective operating construction land entering the market has been formally put on the agenda in the Third Plenary Session of the 18th CCP. Collective operating construction land entering the market has become an inevitable trend. However the reform of collective operating construction land entering the market is bound to have a significant impact on the existing institutional framework for land, especially on land expropriation system. To accelerate the process of collective operating construction land entering the market, the government should make the effective income distribution and achieve win-win situation.There are different income distribution in different modes.The key of its mode is the construct of reasonable income distribution mechanism which is also the core mission of this paper. Through structuring basic theory of collective construction land transfer and relevant concepts. the paper studies 4 cases, including Kunshan, Suzhou, Chongqing, Nanhai, Huzhou. and analyzes the factors that will effect the income distribution from the change of the government’s utility. The relation between land expropriation system, the degree of rely on land finance, the economic contribution of the collective land, the social utility, the cost of reform and the land management are related with the income distribution. Take the Deqing as an example to verify the results. Finally, the paper provides constructive ideas and policy recommendation to improve the reasonable income distribution mechanism of collective construction land transfer system. |
